alpha.md (extendsidi2): Turn into a splitter.

        * alpha.md (extendsidi2): Turn into a splitter.  Allow f/f.
        If TARGET_FIX, allow r/f.  Remove cvtlq unspec pattern.
        (peepholes): Re-enable.
