mesa/main: do not init remap-table per api

This hasn't really been nessecary since 8386088e3dc ("dispatch: stop
using _mesa_create_exec_table_es1() for GLES1."), when we stopped
diverging the logic here based on the context-API. So let's simplify the
code a bit.
