makefiles updated to make use of cross compile tools

console/Makefile:
    All tools are variables now
palcode/Makefile:
    tool names changed to variables, can build palcode on zizzer
system/alpha/console/Makefile diff | blob | history
system/alpha/palcode/Makefile diff | blob | history
