[OMP] Restore 'omp declare target link' handling

    PASS: libgomp.c/target-link-1.c (test for excess errors)
    [-PASS:-]{+FAIL:+} libgomp.c/target-link-1.c execution test

We need to revert one line of code change from r279625.
