re PR c++/12735 (duplicate error messages for redeclaration errors)

PR c++/12735
* cp-tree.h (duplicate_decls): Return a tree.
* decl.c (duplicate_decls): Clarify documentation.  Return
error_mark_node to indicate a failed redeclaration.
* friend.c (do_friend): Handle that case.
* name-lookup.c (pushdecl): Likewise.
