* aclocal.m4: Add CYGWIN and EXEEXT autoconf macros.
        * configure.in: Use CYGWIN and EXEEXT autoconf macro to look for
        win32 dependencies.
        * configure: Regenerated with autoconf 2.12.
        * doc/Makefile.in: Add $(EXEEXT) to chew executable.
