dwarf2asm.c (size_of_encoded_value): New function.

        * dwarf2asm.c (size_of_encoded_value): New function.
        * dwarf2asm.h: Declare it.
        * except.c (output_function_exception_table): Align the TType
        array only as wide as the encoding.
