PR middle-end/97595 - bogus -Wstringop-overflow due to DECL_SIZE_UNIT underreporting field size

* tree.c (component_ref_size): Fail when DECL_SIZE != TYPE_SIZE.
* tree.h (DECL_SIZE, TYPE_SIZE): Update comment.
