progs/glsl: Change tangentAttrib from GLuint to GLint in bump.c.

tangentAtrrib is assigned the result of glGetAttribLocation.
The assertion 'assert(tangentAtrrib >= 0)' would be a no-op if
tangentAttrib is a GLuint.
