Add __USER_LABEL_PREFIX__ to the asm names for targets that need it.

gcc/testsuite

        * gcc.dg/memcmp-1.c (lib_memcmp): Apply __USER_LABEL_PREFIX__.
        (lib_strncmp): Likewise.
