swr/rast: Enable simd16 vertex shaders

Flip the switch(es) to enable simd16 vertex shaders:

USE_SIMD16_SHADERS and USE_SIMD16_VS

Both have to be enabled at the same time.  Currently, just setting
USE_SIMD16_SHADERS does not work correctly.
