Makefile.in: Move BOOT_CFLAGS above host makefile fragment include.

* Makefile.in: Move BOOT_CFLAGS above host makefile fragment include.
* configure.in: add test for powerpc-*-darwin* to specify makefile frag
* configure: regenerate
* config/mh-ppc-darwin: create file, override BOOT_CFLAGS for
 -mdynamic-no-pic
