Add a plugin for processing static library dependencies.

* libdep_plugin.c: New file: Processes archives that contain a
special library dependencies element.
* Makefile.am: Add build rules for libdep_plugin.
* Makefile.in: Regenerate.
* NEWS: Mention the new plugin.
* ld.texi: Document the new plugin.
