Always create dynamic sections for -E/--dynamic-list

Always create dynamic sections for -E/--dynamic-list

In embedded environments, including boot loaders, the non-PIC executable
needs to export its symbols to modules loaded in the future.  We should
always create dynamic sections for -E/--dynamic-list.
