c-tree.texi: Moved here from cp/ir.texi.

* c-tree.texi: Moved here from cp/ir.texi.  Documented nested
functions.  Generalize to handle both C and C++.
* Makefile.in (c-tree.info): New target.
(info): Add c-tree.info.

* ir.texi: Move to ../c-tree.texi.
