configure.in: Probe for times, clock, struct tms, and clock_t.

* configure.in: Probe for times, clock, struct tms, and clock_t.
* configure, config.in: Regenerate.
* timevar.c: Replace ifdef forest in get_time with (relatively)
straightforward series of checks based on autoconf's probes.
