arith.c (gfc_arith_divide): With -Winteger-division...

* arith.c (gfc_arith_divide):  With -Winteger-division,
warn about contant integer division if there is a non-zero
remainder.
* invoke.texi:  Document -Winteger-division.
* lang.opt:  Add -Winteger-division.
