configure fails if the pkgconfig.m4 macros are not available during
this package autoreconf:

./configure: line 11829: syntax error near unexpected token `GNUSTL,'
./configure: line 11829: `  PKG_CHECK_MODULES(GNUSTL, gnustl)'
