t-vxworks (LIBGCC2_INCLUDES): Pass -nostdinc.

gcc/
* config/t-vxworks (LIBGCC2_INCLUDES): Pass -nostdinc.
Use $MULTIDIR to choose between the kernel and RTP headers,
and use $WIND_BASE and $WIND_USR to locate them.
