Fix include path for in-tree cloog.

        Fix include path for in-tree cloog.
        * config/cloog.m4 (CLOOG_INIT_FLAGS): Remove bogus include path.
        * configure: Regenerate.

P.S: moved a few ChangeLog entries to gcc/ChangeLog
