configure.in: Find declaration for sbrk.

        * configure.in: Find declaration for sbrk.
        * acconfig.h (NEED_DECLARATION_SBRK): New tag.
        * config.in, configure: Rebuild.
        * mips-tfile.c: Properly protect declaration of sbrk and free.
        * toplev.c: Properly protect declaration of sbrk.
