configure.in (gcc_cv_as_eh_frame): New test.

        * configure.in (gcc_cv_as_eh_frame): New test.
        * config.in, configure: Rebuild.
        * gcc.c (init_spec): Honor USE_AS_TRADITIONAL_FORMAT.
