elflink.c whitespace, formatting and a plugin symbol tweak

* elflink.c: Whitespace, formatting fixes.
(elf_link_input_bfd): Clarify comment.
(elf_link_output_extsym): Exclude symbols in linker created
sections when testing for plugin symbols.
