* cp-tree.h (tsubst_copy_and_build): New declaration.
* pt.c (tsubst_copy): Remove 'build_expr_from_tree' from comment.
(tsubst_expr): Use 'tsubst_copy_and_build'.  Update initial comment.
(tsubst_copy_and_build): New function.
