mesa: Fix the cause of piglit test fbo-array failure

Handle the special case of glFramebufferTextureLayer() for which we pass
teximage = 0 internally in framebuffer_texture(). This patch makes failing
piglit test fbo-array, fbo-depth-array to pass.
