gdb/riscv: Update test to support targets without FP hardware

Update gdb.arch/riscv-reg-aliases.exp test to support targets without
floating point registers.

gdb/testsuite/ChangeLog:

* gdb.arch/riscv-reg-aliases.exp: Handle targets without floating
