Remove superfluous call to Base_Type

gcc/ada/ChangeLog:
* gcc-interface/gigi.h: Remove ^L characters throughout.
* gcc-interface/decl.c: Likewise.
* gcc-interface/utils.c: Likewise.
* gcc-interface/utils2.c: Likewise.
* gcc-interface/trans.c (gnat_to_gnu) <N_Allocator>: Do not explicitly
go to the base type for the Has_Constrained_Partial_View flag.
