libcody: Allow PIC [PR 98324]

While this doesn't fix 98324, it was an omission.  Cribbed code from
libcpp to build libcody as PIC.

libcody/
* configure.ac: Add --enable-host-shared.
* Makefile.in: Add FLAGPIC.
* configure: Regenerated.
