package/gcc: select BR2_TOOLCHAIN_HAS_OPENMP if BR2_GCC_ENABLE_OPENMP

BR2_TOOLCHAIN_HAS_OPENMP is also selected by external toolchains, so
can be used by packages to determine OpenMP support.
