Patches from Geoffrey Noer <noer@cygnus.com>:
* configure.in: If configuring for newlib, pass --with-newlib to
subdirectories.
* Makefile.in (CC_FOR_TARGET): If winsup/Makefile exists, pass a
-Bnewlib/ and -Lwinsup to gcc.
(CXX_FOR_TARGET): Likewise.
