invoke.texi (-mpaired-single): Link to the new description of the built-in functions.

* doc/invoke.texi (-mpaired-single): Link to the new description of the
built-in functions.  Document dependencies.
(-mips3d): Add link here too.
* doc/extend.texi (MIPS Paired-Single Support): New section.
