pa.md (branch, [...]): Handle (const_int 0) as first source operand.

        * pa.md (branch, negated branch): Handle (const_int 0) as first
        source operand.
        * pa.c (output_cbranch): Likewise.
Should fix unrolling aborts on the PA.
