re PR testsuite/31369 (100's of new libgomp fails)

PR testsuite/31369
* testsuite/libgomp.c++/c++.exp: Don't use concat when setting
ld_library_path.
* testsuite/libgomp.fortran/fortran.exp: Likewise.
