cppinit.c (merge_include_chains): Use remove_dup_dir, remove_dup_dirs.

* (cppinit.c) merge_include_chains: Use remove_dup_dir,
remove_dup_dirs.  If qtail == brack, remove brack not
qtail.
(remove_dup_dir, remove_dup_dirs): New functions.
