* emultempl/aix.em (gld${EMULATION_NAME}_parse_args): In
expression produced for -bpT and -bpD options, align to a 32 byte
boundary rather than an 8 byte boundary.
* scripttempl/aix.sc: Put .tocbss at start of .bss section.
For AIX 4.2 support (PR 12957).
