r600g: Fix missing SET_TEXTURE_OFFSETS

SB needs a bit of special handling to handle
instructions without obvious side effects, to
avoid it deleting them.

Fixes failing non-const ARB_gpu_shader5
textureOffsets piglits with sb enabled.
