fixup libobjc's usage of PCC_BITFIELD_TYPE_MATTERS

libobjc/ChangeLog:

* encoding.c (objc_layout_structure_next_member): check value of
PCC_BITFIELD_TYPE_MATTERS instead of if it is defined.
