arch-power: Add fixed-point store conditional instructions

This adds the following store instructions:
  * Store Byte Conditional Indexed (stbcx.)
  * Store Halfword Conditional Indexed (sthcx.)
  * Store Doubleword Conditional Indexed (stdcx.)
