* configure.in: Call AC_ISC_POSIX.
* configure: Rebuild.
* Makefile.in (gprof): Pass $(CFLAGS) during link.
* hertz.c: Don't include <sys/time.h>; let sysdep.h handle that.
If HAVE_SETITIMER is not defined, try using sysconf.
