Fix PR97439

decimal_real_maxval misses to set the sign flag in the REAL_VALUE_TYPE.

gcc/ChangeLog:

* dfp.c (decimal_real_maxval): Set the sign flag in the
generated number.

gcc/testsuite/ChangeLog:
