Drop non-prototype C function header variants: solib1.c

Clean up solib1.c by removing the #ifdef PROTOTYPES conditional.

gdb/testsuite/ChangeLog:

* gdb.base/solib1.c: Remove #ifdef PROTOTYPES, keep prototyped
variant.
