PR bootstrap/63204
* cfgloop.c (mark_loop_for_removal): Track former header
unconditionally.
* cfgloop.h (struct loop): Add former_header member unconditionally.
* loop-init.c (fix_loop_structure): Enable bogus loop removal
diagnostic unconditionally.
