* tree-cfg.c (stmt_starts_bb_p): Split blocks at labels
that appear after user labels.

* gcc.misc-tests/gcov-pr90574-1.c: New testcase.
* gcc.misc-tests/gcov-pr90574-2.c: Likewise.
