alpha.md (beq): For registers and ints 0-255...

        * alpha.md (beq): For registers and ints 0-255, use cmpeq+bne, since
        that pair will dual-issue on the 21164 and plus+beq won't.
        (bne): Likewise for cmpeq+beq.
