[Ada] Add elaboration-related switches to GNAT UGN

This patch adds compiler switches -gnatH and -gnatJ to section "Alphabetical
list of all switches" of the GNAT User Guide for Native.

* doc/gnat_ugn/building_executable_programs_with_gnat.rst: Add missing
sections on -gnatH and -gnatJ compiler switches.
