* as.h: Test NEED_DECLARATION_*, not NEED_*_DECLARATION.

* configure.in: Test for remove, not delete.  Fix cross-assembler test.
* as.h: Test HAVE_REMOVE, not HAVE_DELETE; define unlink to remove, not delete.
