Refactor optimize isl

Refactor optimize isl

Refactor graphite-optimize-isl.c. Renamed function name, variable names etc.,
and indented the source according to gcc style guidelines.  Modified comments
accordingly. No functional change intended.

Passes regtest and bootstap on x86_64.
