Makefile.tpl (POSTSTAGE1_HOST_EXPORTS): Export CFLAGS and LDFLAGS too.

* Makefile.in: Regenerate.

* configure.ac (CFLAGS): Get them from the toplevel or from the
configure invocation.
* configure: Regenerate.
* Makefile.in (CFLAGS): Substitute value provided by configure.
