configure.in: Introduce --enable-maintainer-mode.

* configure.in: Introduce --enable-maintainer-mode.
* configure: Rebuilt.
* Makefile.tpl (Makefile.in, configure): Enable dependencies only
for maintainer mode.
* Makefile.in: Rebuilt.
