xtensa.c (xtensa_encode_section_info): Remove.

        * config/xtensa/xtensa.c (xtensa_encode_section_info): Remove.
        (call_insn_operand): Use SYMBOL_REF_LOCAL_P.
        * config/xtensa/xtensa.md (call, call_value): Likewise.
